Objekt i çështjes është vlerësimi i kushtetutshmërisë së Aktgjykimit të kontestuar, për të cilin, parashtruesi i kërkesës pretendon se i ka shkelur të drejtat e garantuara me Kushtetutën e Republikës së Kosovës (ne tekstin e mëtejmë: Kushtetuta), sipas nenit 31, pika 1.3 dhe 5 (E Drejta ne Gjykim të Drejtë dhe të Paanshëm).
