Abstract or summary
Duke pasur parasysh se qëllimi i Këshillit të Evropës i cili është i përbërë prej 47 shteteve anëtare është që të realizoj një bashkim me te ngushtë midis anëtare të saj dhe se një nga mjetet për të arritur këtë qëllim është mbrojtja dhe zhvillimi i të drejtave dhe lirive themelore te njeriut.
