Parashtruesi kërkon vlerësimin e kushtetutshmërisë se dy vendimeve me te cilat pretendohet se parashtruesit i janë shkelur te drejtat e garantuara me nenin 24 [Barazia Para Ligjit), me nenin 31 [E Drejta për Gjykim te Drejte dhe te Paanshëm), me nenin 32 [E Drejta për Mjete Juridike), me nenin 46 [Mbrojtja e Pronës) dhe me nenin 54 [Mbrojtja Gjyqësore e te Drejtave) te Kushtetutës se Republikës se Kosovës (ne tekstin e mëtejmë: Kushtetuta), dhe me nenin 13 [E drejta për zgjidhje efektive] te Konventës Evropiane për Mbrojtjen e te Drejtave te Njeriut dhe Lirive Themelore (ne tekstin e mëtejmë: KEDNJ). Përveç; kësaj, parashtruesi kërkon nga Gjykata te vendose Mase te përkohshme, respektivisht te pezullohet çdo procedure gjyqësore, çdo veprim apo çdo vendim i autoriteteve publike ne lidhje me ketë ankese kushtetuese deri ne vendimin përfundimtar te Gjykatës Kushtetuese (ne tekstin e mëtejmë: Gjykata) përkitazi me këtë kërkesë.
