Abstract or summary
NATO's air war against the Federal Republic of Yugoslavia (FRY) raises many difficult policy issues. Military action became necessary there because of ineffective diplomacy, which was evidenced by an unprincipled compromise in Bosnia, years of empty threats, and a negotiation at Rambouillet in which the threat of force was used in an attempt to compel an agreement to significant demands that were simply abandoned after what was supposedly a victory.' The defeat of the FRY came, moreover, with huge costs and massive destruction. Those we were supposed to have helped, suffered most. It may be that the costs of the exercise will eventually be so great, given the continuing military, political, and economic difficulties NATO is facing in Kosovo (and imposing upon the FRY), that humanitarian intervention will lose its appeal in much the same way that nation-building did after Somalia.

Lufta ajrore të NATO-s kundër Republikës Federale të Jugosllavisë (RFJ) ngre shumë çështje të veshtira te politikës. Veprimi ushtarak u bë i nevojshem atje për shkak të diplomacisë paefektshme, e cila u evidentua nga një kompromis joparimor në Bosnje, vitet e kërcënimeve të zbrazëta, dhe një negociator në Rambuje, në të cilën kërcënimi i forcës është përdorur në një përpjekje për të detyruar një marrëveshje për kërkesat e rëndësishme që ishin thjesht braktisur pas asaj që supozohet të ishte një fitore ". Humbja e RFJ-së erdhi, për më tepër, me kosto të mëdha dhe shkatërrim masiv. Ata që ne duhet ti mbronim, kushin vuajtur me se shumti. Mund të ndodh qe shpenzimet e ushtrimit në fund do të jenë aq te medha, duke pasur parasysh vazhdimesine ushtarake, politike, dhe vështirësitë ekonomike qe NATO është duke u përballur në Kosovë (dhe imponimi mbi RFJ-së), se intervenimi humanitar do të humbas sharmin e tij në të njëjtën mënyrë si ndërtimi i kombit ndodhi Somali. |
