Abstract or summary

A man set up two stands in the entrance of the shopping mall in the local town centre, displaying posters alerting the public to the likely loss of open space which would result from plans to build on a local field, and seeking signatures to protest against these plans. Requests to use the shopping mall, which effectively constituted the town centre, to collect signatures for other causes were rejected by the owner of the mall. The applicants had no effective redress against decisions made by the owner of the shopping mall, and although they were able to use public footpaths and the old town centre, they were unable to collect many signatures because the old town centre was visited by far fewer people than the new shopping mall, which had effectively taken over the function of 'town centre'.

Podnosioci nije imao efektivnu sredstvo protiv odluka koje vlasnik tržnog centra , a iako su bili u mogućnosti da koriste javne pešačke staze i starom centru grada , nisu bili u stanju da prikupi mnogo potpisa , jer stari centar grada posetilo je daleko manje ljudi od novog tržnog centra , koja je praktično preuzela funkciju " centra "
