Objekti i çështjes është vlerësimi i kushtetutshmërisë se tre aktgjykimeve te lartpërmendura te kontestuara, te cilat, sipas parashtruesit te kërkesës, ishin nxjerre ne shkelje te nenit 31 [E Drejta per Gjykim te Drejte dhe te Paanshëm], te nenit 54 [Mbrojtja Gjyqësore e te Drejtave] te Kushtetutës, si dhe te nenit 6 [E drejta për një proces te rregullt] te Konventës Evropiane për te Drejtat e Njeriut (ne tekstin e mëtejmë: KEDNJ).
